57th GST Council Meeting: 15 Game-Changing Reforms for MSMEs, Exporters & E-Commerce

On 8 October 2026, the 57th GST Council Meeting convened at Bharat Mandapam, New Delhi, under the chairmanship of Union Finance Minister Nirmala Sitharaman.

While the 56th Council meeting focused heavily on rate rationalization, the 57th Council meeting delivered an unprecedented package of structural ease-of-doing-business reforms, decisive decriminalisation, and working-capital liquidity measures.

1. Master Breakdown: Key Recommendations of the 57th GST Council

The decisions of the 57th GST Council fundamentally reshape GST administration across India:

Reform AreaCouncil RecommendationImplementation Timeline
Decriminalisation (Sections 69 & 132)Complete omission of Section 69 (power to arrest under GST); Section 132 prosecution threshold raised from ₹1 Cr to ₹5 Crore; minor procedural defaults excluded from criminal scope.Administrative halt on arrests effective 30 Oct 2026; statutory bill from 1 Apr 2027.

Unblocking Section 17(5) ITCLifting blocked credit restrictions on mandatory employee health and life insurance, food and beverages, telecom towers, pipelines, and statutory destruction of expired stock.Legislative amendment slated for 1 April 2027.
E-Commerce Multi-State Expansion (Rule 14B)Online sellers can obtain GST registrations in destination States using the E-Commerce Operator's (ECO) warehouse as their Principal Place of Business (PPoB), if B2B tax ≤ ₹2.5 lakh/month.Effective 1 November 2026 (Notification 05/2026-CT).
MSME Return Relief (GSTR-3B & ARQP)Zero late fees on GSTR-3B for taxpayers with annual turnover up to ₹5 Cr if filed within the month; in-principle approval of Annual Return, Quarterly Payment (ARQP).Phased rollout for FY 2026-27 / FY 2027-28.

Scrap, Delivery & Agricultural ReliefRCM + 2% B2B TDS applied to unregistered supplies of scrap plastic, e-waste, and used cooking oil; 5% GST under s. 9(5) on local hyper-local delivery; NIL GST on Psyllium (Isabgol) seeds.Effective 1 November 2026.

2. Major Takeaways for Business Categories

A. For D2C Brands & Online Sellers (Rule 14B)

Until now, sellers on Amazon, Flipkart, or Meesho wanting to store inventory in warehouses across Maharashtra, Karnataka, or Haryana were forced to execute costly commercial lease agreements and secure local electricity bills. Under New Rule 14B, sellers can declare the ECO warehouse as their Principal Place of Business directly, dramatically reducing multi-state expansion overheads.

B. For Exporters & Manufacturers (IDS Refunds)

Manufacturers operating under inverted duty tariffs (where inputs are taxed at 18% but outputs at 5% or 12%) suffered chronic cash lockups because input services (freight, testing, software, factory rent) were legally excluded from Rule 89(5) refunds. Including Input Services from 1 November 2026 will infuse thousands of crores in working capital directly into MSME bank accounts.

C. For Directors & CFOs (End of Coercive Arrests)

The deletion of Section 69 and raising the prosecution floor to ₹5 Crore ends the threat of midnight arrests and coercive recovery checks during ongoing audits.
